
Reduce the number of illegal guns:
Expand New York State’s Combined Ballistic Identification System (CoBIS)
to include bullets and casings from most frequently traced crime guns, casings
from all long guns, and bullets from guns that do not eject a casing when
fired. Establish regular reporting from State Police on Ballistics Databank in
terms of manufacturer, dealer, and law enforcement compliance.
- Set stricter standards for gun dealers to include improved record keeping,
liability insurance and training of salespeople (A. 7002 – Paulin)
Protect Victims of Domestic Violence:
Require a judge in a criminal or family court proceeding, when issuing an
order of protection to inquire as to the existence and location of any firearm
owned or possessed by the defendant/respondent (A. 6820 – O’Donnell)
- Strengthen law when a license shall be suspended, revoked or denied and
firearms removed when an order of protection is issued or violated
(A. 3337 – Paulin, Passed / S. 273 – Velella)
Close the secondary sales market:
Mandate that a background check be conducted by a federal firearms
licensed dealer before a rifle or a shotgun is resold between private
individuals

Provide a safe home environment:
- Enact a Safe Storage/Child Access Prevention law, holding gun owners
responsible for safely storing their guns (A. 4555 – Paulin) (With
Modifications: A. 4615 – Weisenberg, S. 379 – Schneiderman)

Relaxing standards to obtain a permit to carry a concealed weapon (A. 2397

Permit people with carry permits from outside New York City to bring their

A. 2401 - Smith)
Immunity for gun manufacturers, which would preclude lawsuits by victims
